Packs seems to be filtered

I opened the 30 packs of Team Rocket I bought and there was only 1 AR, no EX or SR or SAR. Even if it is loose packs the chance of getting good cards should be higher. I believe after good cards were obtained, the packs with no good cards were sold. Even when I bought loose packs from japan konbini, there were EX and SR and UR.
